GSOC to investigate incident involving garda and homeless man

The Garda Ombudsman Commission is to open an investigation into an incident involving a Garda and a homeless man in Dublin last week.

In a video posted online a Garda appears to have his foot on the leg of a man who is lying on the ground on Henry Street in the city centre.

It is also claimed the Garda used pepper spray on the man after he was handcuffed.

In a statement this evening, GSOC said that it will investigate the incident based on the level of public disquiet it generated.

The independent inquiry will run alongside an internal investigation after a superintendent from outside the Store Street district was asked to examine events around the arrest.

It is understood investigations aim to establish if there was a bench warrant for the man and whether pepper spray had been taken from the garda as he attempted an arrest and whether it was used against the man after he had been restrained on the ground.
