GPs are calling for greater access to diagnostic facilities which they say would further alleviate pressure on Emergency Departments.
They say this would prevent them having to refer patients to hospitals for certain tests.
The National Association of General Practitioners wants improved financial incentives to encourage GPs to provide more acute services.
It would like to see the roll-out of chronic disease management programmes and incentives for family doctors to deliver them.
The NAGP also wants regular dialogue between Emergency Departments and local GPs.
