Trichet in new warning to countries that break rules on finances

The head of the European Central Bank is proposing that countries that break the rules on public finances should be excluded from Europe's political decision making.

Jean Claude Trichet made the controversial suggestion in an interview with the Financial Times.

He says it would be part of a change to the governance of Europe's monetary union that is needed to prevent future economic crises.
