‘Serious deficiencies’ in civil service work rating system

Thousands of civil servants do not comply with assessments required to link their work performance to pay and promotions.

The Department of Public Expenditure and Reform has conceded that the current system of monitoring performance is not working. It plans a new regime where managers will be responsible if staff are not up to scratch.

Briefing notes prepared for secretary general Robert Watt said the department was “fully aware that there are serious deficiencies in how the system is being implemented in the civil service”.
