Explanation needed

I MAY be guilty of chronic political naivety here.

But I would be very grateful if someone could explain to me why if as per the recent report from your Europe correspondent Ann Cahill Ireland is the third-richest country in Europe and makes such a conspicuous profit from its membership of the EU, it is so savagely slashing its funding of the most basic health and educational services for severely disabled children such as my son.
